If it makes you feel any better, they said Gallagher ‘kids’ so that makes me think it has to be either Debbie or Carl because Ian is among the older siblings. (Which is still not fun to hear about) Even kids in Juvenile Detention wear orange jumpsuits, though not all facilities have them. Mickey was in blue. However, ‘orange jumpsuits’ could simply refer to the fact of them ending up locked up.

I’m more inclined to believe this has to do with Carl, because I feel like there have been hints leading up to Carl having more of a story next season and I’m certain his delinquent behavior catching up with him will be part of it. I feel that Ian and Mickey’s story is focused elsewhere, and having Ian locked up at some point wouldn’t be a logical progression.

I still think Ian is a possibility but this makes a lot of sense. And considering that episode 5x05 is called “Rite of Passage” it could possibly refer to this.
